Background Information
Highway 407 is the first provincially owned tolled highway in Ontario. The province sets and regulates tolls, retains the toll revenue and establishes customer service standards. Although connected to the existing 407 Express Toll Route (ETR) – which is operated by a private company – Highway 407 is a separate entity owned and operated by the province. To ensure a seamless experience for users of both highways, 407 ETR provides tolling and customer services on the province’s behalf for Highway 407. Interchanges on Highway 407 are:

Highway 407 runs east-west from Brock Road in Pickering to Highway 35/115 in Clarington.
The Highway 407 Project included the design and construction of Tolled Highway 407, Highway 412 and Highway 418 in 2 phases:
Phase 1: Brock Road to Harmony Road and Highway 412 opened to traffic on June 20, 2016.
Phase 2A: Harmony Road to Taunton Road opened to traffic on January 2, 2018.
Phase 2B: Taunton Road to Highway 35/115 and Highway 418 opened to traffic on December 9, 2019.
Effective April 5, 2022, the province removed all tolls from Highway 412 and 418 and these are no longer tolled highways.
The benefits of using 407ETR’s existing tolling system include:
Use of one transponder;
Integrated invoicing payment system for travel on both Highway 407 and 407 ETR (trips on each highway are itemized separately); and
A single point of contact for customer service and enquiries.
